What is a transfer ban if the team still transfers?

The transfer window comes alive in the night time, you know? late on; that's when all the fun begins, the rumour mill spins way faster, the blogs and media outlets get hits on hits on hits for their speculative efforts at predicting who goes where before the window sh
uts. While its all fun and games, a lot gets swept under the carpet and is never mentioned or talked about.
Roughly two years ago, Barcelona received a "transfer ban" for what seemed like child trafficking. The punishment was that the Catalans won't be allowed to sign players in the 2015 summer window, the case got to court and ruling was made; The Catalans can sign players and participate actively in the window but not register the player or let him play in their team until the next year.
Real Madrid also faced the same charges and were subjected to the same punishment. Only recently, Athletics Madrid also followed in the steps of the big bros and are serving a "transfer ban".
While court rulings are absolute and " justice" was served in the first instance, its important to note that this ruling is going to lead to more teams breaking the same rules, as a matter of fact, teams will intentionally break this Child trafficking rule knowing that they can simply legally circumvent the punishment.
The Court ruling is absurd of course. What's the essence of a transfer ban if the team in question is still allowed to actively participate in the transfer window? What is a transfer ban? 
UEFA and FIFA have made the right noises about stamping out corruption in their organizations, yet keep coming up with rules and sanctions that simply don't make any sense to the layman and don't tell me its not for the laymen because a large population of football fans are just that; everyday people who love the game of football. It is an insult to us fans that UEFA and FIFA continue making absurd rules and sanctions that they weren't even going to uphold in the first place.
